Don Lovett, Chief Information Officer- Office of Contracting and Procurement
Government of the District of Columbia
Mr. Lovett is the Office of Contracting and Procurement Chief Technology Officer (CIO). In this leadership role, he has initiated a digital transformation strategy with a focus on linking improvements in data accuracy, security, and transparency to accessibility and improvements in customer experience. Under the leadership of the District of Columbia Chief Procurement Officer, he has supported the business case development and the launch of a multi-year journey to realign and refresh the procurement technology utilizing Commercial off the Shelf (COTS) software products in the cloud. With an eye to efficiency and process efficiency, the agency is currently creating a digital twin of its procurement process utilizing Process Data Mining to provide fact-based process monitoring and compliance.
Mr. Lovett’s daily focus is supporting the Contracting Officer team and building partnerships with the District’s suppliers and agency partners to support the mission of purchasing quality goods and services at a reasonable cost while ensuring that the technology supports fair and impartial execution of purchasing actions.
Before joining the OCP, Mr. Lovett was Founder and Principal Consultant for Project Bits Consulting, where he provided Public Sector, Hi-Tech, Telecom, Financial Services, Manufacturing and Distribution clients with business and technology services. Before that, he had a decade long career at KPMG where he was admitted to the Partnership in 1999. He contributed to the firm in multiple roles, including co-leading the commercial Oracle Practice with responsibility for over twenty (20) Enterprise Resource Planning (ERP) Implementations and the (100+ person) Public Sector and Commercial Solutions Development Center designing and developing industry-focused content for the SAP, Oracle, PeopleSoft, and Siebel applications. His responsibility included the Public Sector and Commercial alliance between KPMG/Bearing Point and their largest partner, Oracle. Mr. Lovett’s consulting experience included engagements to provide strategy and execution of enterprise-scale initiatives. Before consulting, he was the CIO of a Consumer product manufacturing company and led their move to electronic commerce by establishing supply chain connections with major retailers such as Walmart, Target, and Kmart.
Mr. Lovett has a Master’s Degree in Business Administration; (MBA) from the University of Houston. He holds a Graduate Level Certificates in Telecommunications Management from the University of Dallas and Software Engineering from the University of Texas. He holds a Bachelor of Business Administration (BBA) with a Concentration in Accounting from the University of Houston. After graduating, Mr. Lovett earned his Certified Public Accountant (CPA) credential in Texas, which is not currently active. He has served as an affiliated faculty member at Regus University for the last 5 years teaching graduate-level students in organizational and operational aspects of project management.
Mr. Lovett recently relocated to the Washington DC area with his wife and family.
Michael Willburn, Senior Vice President, Business Information Security Officer

Mr. Willburn is a cyber security leader with 20+ years’ experience. For over a decade he led cyber security programs for the FBI in Washington, D.C. and is now helping Bank of America identify and manage risk as a Senior Vice President and Senior Business Information Security Officer. At the FBI he established and led programs that used advanced tools and techniques to identify vulnerabilities across the Bureau, including creating and leading the FBI’s first cyber security Red Team and Blue Hunt program. He is a published author, public speaker, USMC combat veteran, and a graduate of the London School of Economics.
Brandon Jones, Chief Information Officer
Worldwide Assurance for Employees of Public Agencies
Brandon Jones is Chief Information Officer of Worldwide Assurance for Employees of Public Agencies (WAEPA). In this role, Brandon leads the development of IT strategy and ensures the smooth integration with WAEPA’s comprehensive strategic planning process and the resulting business strategy. With extraordinary people management and team-building abilities, Brandon specializes in: strategic planning, enterprise metrics, business intelligence, technology upgrades, and financial management.
Prior to joining WAEPA, Brandon served as the Manager for Cybersecurity within the Department of Navy at PwC where he successfully implemented several large-scale transformational programs. Brandon uses his previous work experiences at the DoD and both commercial and nonprofit sectors to contribute to the assessment of external digital opportunities and threats, and internal technology capabilities. Starting his career at the Pentagon, Brandon quickly progressed to manage multi – million-dollar-plus budgets, while consistently exceeding performance milestones. Overall, he is a leader with exceptional business acumen and a manager with a result-oriented focus.
Brandon has authored various articles in the technology space and earned a Bachelor of Arts degree in computer science from St. Mary’s College of Maryland. Brandon is a certified Project Management Professional and a Certified Scrum Master.
Kamalika Sandell, Deputy Chief Information Officer
Kamalika is Associate Chief Information Officer, serving as the second in command for the Office of Information Technology. In addition, she runs the Enterprise Systems unit within the Office of Information Technology. She has extensive experience running several information technology organizations. Prior to joining AU, she served as Business Information Officer/Director for IT Risk and Information Security at Capital One, a global diversified fortune 500 financial services company. Kamalika has expertise with enterprise resource planning (ERP) systems, program management, IT controls and governance, process re-engineering and large scale system implementations.
Rob Ludeman, Director, Solutions Marketing
Rob Ludeman is the Director of Solutions Marketing for Business Applications at Pure Storage with a focus on helping customers simplify and accelerate their Microsoft, Oracle and SAP workloads. Rob arrived at Pure in 2017 with over 20 years of experience at Oracle and Sun Microsystems in variety of Product Marketing, Sales Enablement and Product Management roles. In his free time, he enjoys running, travel, watching his 12 year old son play sports, and following Manchester City in the English Premier League.
Christopher Lewis, Acting Chief Information Officer

Christopher Lewis is CIO at McLean Mortgage Corporation and has worked previously at CareFirst, JP Morgan Chase., and Fannie Mae. His background includes leadership of enterprise IT functions with success in delivering IT initiatives that yield efficiency, market growth, and competitive advantage.
Bill Hobbs, Chief Information Officer
Bill Hobbs was named Chief Information Officer at Hood College in Frederick, Maryland in May 2018. His primary responsibilities encompass a variety of strategic technology initiatives: cybersecurity, governance and policy, resource allocation, academic services and the information technology organization. Prior to joining Hood College, Bill spent 18 years in IT leadership roles within higher education. Most recently, as the CIO and Chief Learning Officer for Wingate University in Wingate, North Carolina. Bill holds a bachelor’s degree in Biological Science from Florida State University and an M.B.A. from Rollins College in Winter Park, Florida.
Leo Scanlon, Deputy Chief Information Security Officer, and Senior Advisor for HPH Sector Cybersecurity

Leo Scanlon is the DCISO at DHHS and was designated the agency Senior Advisor (“single point of contact”) for the HPH sector. He directed the creation of the Healthcare Cybersecurity Communications and Information Center (HCCIC) which supported HHS Office of Emergency Management during the WannaCry and notPetya events– the first mobilization of a federal emergency response organization to a national cyber emergency. In the course of over 20 years as a cybersecurity practitioner he has pioneered the use of risk management strategies required under FISMA and has gained expertise in the use and implementation of the NIST Risk Management Framework.
Christopher Carter, Chief Information Officer
Mr. Carter was originally trained as a design architect, leading a design/build firm transforming client visions into optimized built environments, and delivered with the discipline of construction project management. Transitioning to the IT field more than 20 years ago with a Master’s in systems management, he unifies technical and business leadership with technical depth and insightful process expertise. He has led transformation in diverse roles in the Carrier, Federal, DOD and private business spaces, now serving as a Critical Infrastructure CIO. He is nearing completion of a Doctorate in Information Assurance, continuing focus on making orchestrated sense out of complexity.
Scott Pearce, Former Chief Information Security Officer
Frederick County Government
Scott Pearce is an independent information technology consultant based in the Baltimore/Washington region, providing audits for federal government and higher education clients. He served as the Chief Information Security Officer (CISO) for Frederick County Maryland Government for 15 years, the vice-chair of the Washington DC Council of Governments CISO committee, and as the Data Protection Officer (DPO) for the World Food Programme in Rome, Italy.
Scott has developed various technology programs from needs analysis and budget formulation through implementation, operation and management stages, including Information Security (InfoSec), Geographic Information System (GIS) and Systems Operations (SysOps). He was instrumental in the development of Change Management, Portfolio Management, Learning Management and Relationship Management programs to effectively address enterprise wide information technology governance. He holds a bachelor’s degree in Engineering from Virginia Tech.
